ODBC and PostgreSQL Error Code 126
Issue
On some versions of Windows, installing or trying to use the most recent PostgreSQL ODBC drivers results in the error "The setup routines for the PostgreSQL Unicode ODBC driver could not be loaded due to system error code 126"
Try download and install the Microsoft Visual C++ 2010 Redistributable Package (some users report success with the 2008 version)
